When purchasing a property, it is important to understand the condition of the building before you commit to the purchase. In the UK, both RICS (Royal Institution of Chartered Surveyors) and RPSA (Residential Property Surveyors Association) offer surveys in Level 2 and Level 3 formats. While both aim to inform buyers about potential defects and maintenance requirements, they differ significantly in detail, scope, and suitability for certain types of properties.

RICS also offers a Level 1 survey, which is the most basic inspection format. It provides only a brief overview of the property’s condition without detail on causes of defects, repair options, or future maintenance needs. A Level 2 survey (Home Buyer Report) is designed for conventional properties in reasonable condition. It provides a clear, concise overview of the building’s main elements, highlighting any visible defects, urgent issues, and potential risks. This level of survey is most suitable for relatively modern properties, where no significant alterations have been made and where serious problems are not expected. Both RICS and RPSA Level 2 surveys use a standardised format to make the findings easy to interpret.
A Level 3 survey (Building Survey) offers a far more detailed inspection and report. It not only identifies visible defects but also explains their probable causes, outlines the urgency of repairs, and provides recommendations for maintenance. The Level 3 survey examines all accessible parts of the property, including less obvious areas, and considers the building’s construction in greater depth. It is particularly suitable for older, larger, altered, or non-standard properties, where defects may be more complex or costly to resolve.
We typically recommend a Level 3 survey for properties more than 10 years old. At this age, the property is no longer covered by new-build warranty insurance (such as NHBC or similar schemes), which typically expires after 10 years. Without this protection, buyers are more exposed to the cost of major repairs if hidden issues are present. A Level 3 survey, whether prepared to RICS or RPSA standards, provides the reassurance of a thorough inspection, reducing the risk of unexpected expenses after purchase.
Choosing the right level of survey can also affect your position in negotiations. A Level 3 report’s detailed analysis often provides stronger evidence when requesting price adjustments or asking the seller to undertake repairs before completion. In comparison, a Level 2 survey may highlight the issue but not provide the same depth of explanation or repair advice.
